2. In a large skillet, heat the olive oil over medium heat. Add the onion and garlic, and sauté for about 2-3 minutes or until the onion is translucent.
3. Stir in the garbanzo beans, corn, diced tomatoes, paprika, cumin, dried oregano, salt, and pepper. Bring to a boil, then reduce heat and let simmer for about 10-15 minutes or until the sauce has thickened.
4. In another skillet, cook quinoa according to package instructions. Drain and set aside.
5. Spoon the garbanzo bean mixture into a baking dish.
6. Sprinkle the cooked quinoa over the top of the bean mixture.
7. If desired, sprinkle grated Parmesan cheese over the top of the quinoa.
8. Bake for about 20-25 minutes or until the top is golden brown and crispy.
