Cover the pot with water and bring the water to boil. Reduce the heat to medium-low and simmer for 20 minutes, or until the vegetables are tender and the liquid has been reduced by half. Remove the saucepan from heat and add the remaining ingredients. Simmer for an additional 10 minutes. Serve with sour cream.
