  1. To make unstuffed cabbage, you'll first need to prepare the cabbage. Cut the top off of a head of cabbage and trim the ends. Place the chopped cabbage in the bottom of an 8-inch (20-centimeter) pot. Fill the pot with water and bring it to boil. Reduce the heat to medium-low and simmer until the water is absorbed, about 1 hour. Remove the saucepan from heat and add the remaining ingredients. Allow the mixture to simmer for 30 minutes.
